Job Description
Provides national technical leadership for UNIDO's Tunisia project on access to finance and investment readiness for small and medium enterprises. The consultant coordinates project delivery, partners and procurement, advises on workplans and budgets, oversees monitoring and reporting, and strengthens links between government, financial-sector actors and private-sector initiatives to support inclusive green economic development.

Summary of Responsibilities
- Advise the project team on detailed workplans and budgets
- Coordinate country-level implementation, quality control and monitoring of project activities
- Liaise with government and stakeholders and provide updates and financial reports
- Act as the national project focal point and organize project briefings and debriefings
- Prepare terms of reference and coordinate local partners, consultants and service providers
- Prepare technical procurement requirements and support tender evaluations
- Coordinate monitoring, evaluation and administrative and financial project monitoring
- Prepare donor and UNIDO reports and support steering-committee meetings
- Build financial-sector partnerships and disseminate project knowledge and success stories
Role Requirements
- Advanced university degree in economics, finance, accounting, development studies or a related discipline; a first-level degree or advanced technical diploma with 7 additional relevant years is accepted
- At least 7 years of experience coordinating national development or technical-cooperation programmes or projects
- Strong knowledge of Tunisia's economic, financial and SME ecosystems or gender and youth inclusion strategies
- Experience engaging government, private-sector and international-organization stakeholders
- Fluency in written and spoken English, French and Arabic
- Tunisian nationality or permanent residence
Desired Criteria
- ERP-system proficiency and knowledge of UN or donor financial procedures
- Expertise in financing instruments, SME pipeline development, matchmaking, financial structuring or investment readiness
- Experience assessing country needs and conditions
- Knowledge of other development agencies, donor communities and relevant institutions
