Job Description
Coordinates Mexico's National Ozone Unit and its Montreal Protocol project portfolio for SEMARNAT and UNIDO. The national consultant leads team and stakeholder coordination, oversees ozone-depleting-substance and hydrofluorocarbon monitoring, supports compliance and international engagement, and delivers programme reporting, awareness activities and technical assistance that advance climate-resilient industrial transformation.

Summary of Responsibilities
- Coordinate the National Ozone Unit team and allocate Project Management Unit tasks
- Coordinate project-portfolio activities and synergies across HPMP and KIP
- Supervise Montreal Protocol project implementation including HFC phase-down and institutional strengthening
- Maintain ozone-depleting-substance and HFC control and monitoring systems
- Coordinate implementing and bilateral agencies and local stakeholders
- Report consumption and production data to the Multilateral Fund and Ozone Secretariats
- Represent Mexico at Montreal Protocol meetings and coordinate ozone-protection awareness activities
- Prepare project updates, donor reports, mission reports and a final consolidated report
Role Requirements
- Advanced university degree in social or natural sciences, engineering, project administration, economics or a related discipline with management specialization; a first-level degree or advanced technical diploma with 5 additional relevant years is accepted
- At least 5 years of experience in project management, coordination or administration
- International technical-cooperation experience in developing countries
- Fluency in written and spoken Spanish and English
- Mexican nationality or permanent residence
Desired Criteria
- Experience in international negotiations, environmental diplomacy and policy dialogue
- Knowledge of Mexico's environmental strategies and priorities
- Knowledge of the Vienna Convention, Montreal Protocol or UN Framework Convention on Climate Change
- Private-sector experience including industrial-sector work
- Working knowledge of another UN language
