Job Description

Provides technical health-financing and costing support for Ukraine’s provider-payment reforms. Working remotely with national institutions, the consultant develops costing methodologies, financial models and National Health Accounts inputs; analyses health-expenditure and service data; and delivers policy advice, tools and training that strengthen evidence-based budget planning, strategic purchasing and sustainable health-care financing.

Summary of Responsibilities

  • Map health-expenditure data and support production of National Health Accounts
  • Develop technical instructions for primary-health-care costing and capitation-rate calculations
  • Develop methodologies for primary-health-care and emergency-medical-services budgets
  • Train National Health Service of Ukraine staff on costing methodologies
  • Contribute to financing-roadmap consultations with health and finance institutions
  • Conduct a pre-hospital emergency-medical-services costing study and cost model
  • Analyse cross-border healthcare financing and budget implications for EU accession
  • Prepare analytical products, policy recommendations and technical reports

Role Requirements

  • Bachelor’s degree in Health Economics, Economics, Public Health, Public Policy, Health Management, Statistics, Social Sciences or a related discipline
  • At least 3 years of experience collecting, processing and analysing data from health-service providers
  • Experience in cost-accounting methodology and health-service costing
  • Experience developing financial models and budget-impact analyses using Microsoft Excel
  • Excellent Ukrainian and basic knowledge of English

Desired Criteria

  • Experience with internationally recognized health-service costing methodologies
  • Understanding of health-financing arrangements and expenditure patterns in Ukraine
  • Experience with WHO or another international public-health organization
