Overview
Manage the OSCE Mission to Moldova’s finance, treasury, accounting and budget processes while safeguarding compliance and internal controls. The officer coordinates budget planning and reporting, supervises finance support, advises management on risk and acts for the Chief of Fund Administration under delegated authority.

Responsibilities
- Manage financial operations and verify transactions under OSCE regulations and controls
- Coordinate Unified Budget and Extra-Budgetary proposals, forecasts, revisions and implementation reporting
- Oversee treasury, accounting, cash management, banking and reconciliations in Oracle/IRMA
- Supervise and train the Finance Assistant and advise programme staff on financial procedures
- Coordinate audit follow-up, review partner agreements and advise management on financial risks
Requirements
- First-level university degree in finance, accounting, business administration, economics or a related field
- At least 2 years of progressively responsible finance, accounting, treasury or budget experience
- Advanced practical Microsoft Office experience
- Practical ERP experience such as Oracle
- Excellent written and spoken English, Romanian and Russian
- Moldovan nationality
