Job Description
UNICEF is seeking an international consultant to develop a standard social health-protection benefit package and costing model for Cambodia's Universal Health Coverage Roadmap. Based at the UHC Secretariat, the consultant will conduct desk review and stakeholder interviews, support benefit-package design and payment mechanisms, and create models to inform resource allocation, financing planning and equitable expansion of health-service coverage.

Summary of Responsibilities
- Develop a standard social health-protection benefit package
- Design provider-payment mechanisms and basic and extended benefit packages
- Develop costing models and payment-rate scenarios
- Conduct desk review and stakeholder interviews
- Support evidence-based planning for UHC resource allocation and financing
Role Requirements
- Advanced university degree in public health, health economics, development studies, public policy or a related field
- At least eight years of experience in health financing or costing
- High proficiency in English
Desired Criteria
- Knowledge of UHC roadmaps, frameworks, models, system assessment and research
- Experience with UHC frameworks and models in different countries
- Previous health-service-package costing experience using OneHealth or WHO-CHOICE
