RBM and Programme Quality Assurance Specialist

Leads results-based management, programme quality assurance and financial oversight for UNDP Cambodia’s country portfolio. The role advises senior management and programme teams on compliance, risk, planning and performance, while strengthening project controls, evaluation practice, financial reporting and learning systems that improve transparent, accountable programme delivery.

• Advise senior management and teams on results-based management, quality assurance and compliance
• Review project design, plans and reports to strengthen risk management, governance and implementation arrangements
• Lead evaluation follow-up and embed lessons and management actions in programme planning
• Monitor programme finance, delivery, cost recovery and financial performance across the portfolio
• Oversee project and financial data quality in Quantum, PIMS and reporting platforms
• Coordinate audit, assurance and partner risk-management processes and follow up corrective actions
• Analyse performance data and prepare recommendations for senior management
• Build staff and partner capacity through guidance, training and knowledge-sharing

• Advanced degree in Business Administration, Project Management, International Development, Public Administration or a related field, or a bachelor’s degree in these fields with two additional years of qualifying experience
• At least 5 years of relevant experience in programme management, results-based management, monitoring and evaluation, programme quality assurance, or programme finance and operations
• Fluency in Khmer and English
• Cambodian nationals only

• Experience in programme and project oversight covering planning, monitoring, reporting, financial management and compliance
• Experience in risk management, audit processes and internal controls
• Data analysis and performance monitoring experience for decision-making
• Business process improvement, SOP development and capacity-building experience
• Experience with ERP systems
• Experience with UNDP, the UN or international development organizations
