Job Description
Leads operations and quality assurance for UNDP’s SDG Local Action project and Mayors Challenge. The role provides strategic procurement, contract, finance, human-resources and administrative oversight; guides participant cities on public procurement and partnerships; manages project controls and reporting; and builds operational knowledge to support effective local public-service delivery.

Summary of Responsibilities
- Lead operational delivery, procurement advice and quality assurance for the SDG Local Action project
- Review contract terms, procurement risks, vendor selection and compliance with UNDP policies
- Develop procurement plans, bid documents, evaluation criteria and committee submissions for participating cities
- Provide strategic oversight of finance, human resources and administrative operations
- Advise cities on sustainable procurement, procurement methodologies and public-private partnership arrangements
- Develop training, procedures, tools and knowledge products for local public procurement
Role Requirements
- Advanced university degree in Business Administration, Procurement or Supply Chain Management, Law, Finance or a related field, or a bachelor’s degree in those fields with two additional years of qualifying experience
- At least seven years of progressive procurement-management experience with a master’s degree, or nine years with a bachelor’s degree
- Experience with purchasing methods, procedures and technical specifications
- Experience sourcing goods, works and services
- Experience analysing procurement needs
- Experience working on projects led by local and regional governments
- Experience in finance, human resources or administration
- Fluency in English and Spanish
Desired Criteria
- CIPS Level 4 certification
- Experience managing teams
- Experience working in a country office and central level

- Supervises three NPSA-9 buyer-profile staff and other project personnel
- Reports to the Advisor on Cities and Local Governments
- Fixed-term appointments of more than one year require successful completion of a 12-month probationary period
