Job Description
Provides programme-finance management and quality assurance for UNDP Cambodia, ensuring budgets, financial reports, cost recovery and project controls meet corporate and donor requirements. The analyst strengthens compliance, internal controls and audit follow-up, advises programme teams and partners, and develops practical finance procedures, training and reporting that support reliable programme delivery.

Summary of Responsibilities
- Implement programme-finance strategies and ensure compliance with UNDP financial policies
- Analyse programme financial performance, forecasts and exception reports for management action
- Manage budget planning, delivery monitoring and cost-recovery processes
- Oversee financial controls, ERP matching and verification of Combined Delivery Reports
- Review programme and project financial reports for accuracy, completeness and consistency
- Ensure reporting complies with UNDP procedures, IPSAS standards and donor requirements
- Coordinate audit follow-up and provide guidance on finance, controls and compliance
- Train staff and partners and share finance lessons and good practices
Role Requirements
- Professional accounting qualification and/or an advanced degree in Finance or Accounting
- Bachelor’s degree in the relevant areas with two additional years of qualifying experience may be considered
- At least 2 years of relevant finance, accounting or programme-finance experience with a master’s degree, or 4 years with a bachelor’s degree
- Fluency in Khmer and English
- Cambodian nationals only
Desired Criteria
- Financial analysis, budgeting, forecasting and performance-monitoring experience
- Financial reporting, quality assurance and compliance experience
- Audit coordination, risk management and internal-control experience
- ERP experience for finance, reporting and reconciliation
- Experience with UNDP, the UN or international development organizations
- Professional accounting qualification from an internationally accredited institute
