Job Description

WFP Cambodia seeks a consultant in Phnom Penh to provide technical leadership on hydrometeorology, climate services, forecasting and early warning. The specialist will work with government agencies to modernize observation networks, strengthen forecasting and decision-support systems, advance EW4All, and develop climate-resilience programmes, partnerships and evidence that improve preparedness and anticipatory action for at-risk communities.

Summary of Responsibilities

  • Lead WFP technical engagement on hydrometeorology, climate services and early warning
  • Build technical partnerships with Cambodia’s water and meteorology institutions
  • Oversee assessment and modernization of observation networks
  • Strengthen forecasting services and risk-informed decision support
  • Integrate hydrometeorological and impact data into decision-support platforms
  • Develop warning protocols, triggers and anticipatory-action arrangements
  • Coordinate technical partners and contribute to national policies and investment plans
  • Develop climate-resilience programmes, proposals and technical knowledge products

Role Requirements

  • Advanced university degree in meteorology, hydrology, atmospheric sciences, water-resources engineering, instrumentation control or civil engineering, or a closely related field
  • At least eight years of professional experience in meteorology, hydrology, instrumentation engineering, climate services or related technical fields
  • Experience working with national meteorological and hydrological services or equivalent government agencies
  • Experience supporting design, procurement, installation and maintenance of hydrometeorological instruments
  • Fluency in English
  • Open to non-Cambodian nationals only

Desired Criteria

  • Experience developing real-time data-acquisition, data-management or quality-control systems
  • Experience applying forecasting systems, climate services or early-warning products
  • Technical advisory and capacity-strengthening experience in developing countries
  • Experience coordinating government, UN, development-partner, research and technical-service actors
  • Experience in Cambodia or Southeast Asia
