Programme Policy Officer (Early Warning and Famine Prevention)New

Leads WFP Afghanistan’s early-warning and GIS workstream, translating food-security, nutrition, market and resilience analysis into targeting and operational decisions. The officer develops famine and disaster warning systems, guides anticipatory action and builds analytical partnerships and capacity.

• Lead complex early-warning analysis on food security, nutrition, markets and resilience for programming and operations
• Design and implement famine, disaster and nutrition early-warning strategies and methodologies
• Develop geographic and beneficiary targeting using near-real-time evidence and contribute to IPC and national assessments
• Manage the early-warning and GIS workstream, service providers, partnerships and analytical innovations
• Develop thresholds and preparedness plans that trigger anticipatory action with communities and operational partners
• Build WFP and partner capacity in early-warning analysis and standardise good practice
• Identify funding opportunities and support concept notes, proposals, donor engagement and results reporting
• Represent WFP in technical forums and integrate gender and conflict sensitivity into recommendations

• Advanced university degree in international affairs, economics, nutrition, health, agriculture, environmental science, social sciences, international development or a relevant field, or a first university degree with two additional years of related experience or training
• At least six years of professional experience, including famine early warning and context analysis
• Advanced knowledge of food insecurity and vulnerability measurement and analysis
• Experience collecting, managing and analysing humanitarian data
• Ability to work independently with minimal guidance in challenging environments
• Working knowledge of English at Level C

• Familiarity with WFP programming and Afghanistan's food-security context
• IPC certification
• Knowledge of humanitarian principles and UN rules and procedures
