Job Description
The Senior Policy Specialist will advise Syria’s Ministry of Agriculture on implementation of the Syrian Agricultural Strategy, sector recovery and institutional reform. The consultancy will lead policy dialogue, investment programming, climate-resilient planning, coordination platforms and resource mobilization.

Summary of Responsibilities
- Advise the Ministry of Agriculture on policy reform and implementation of the Syrian Agricultural Strategy
- Lead policy-support activities and agriculture sector recovery planning
- Facilitate dialogue with government, donors, financial institutions, United Nations agencies and civil society
- Develop agriculture investment pipelines and bankable programmes
- Strengthen ministry institutions, coordination platforms, monitoring systems and resource mobilization
Role Requirements
- Advanced degree in agricultural economics, development economics, public policy, rural development or a related field
- At least ten years of experience in agriculture policy, governance, institutional development or food systems
- Working knowledge of English
Desired Criteria
- Bachelor’s degree may be accepted with two additional years of relevant experience
- Experience with governments, United Nations agencies and development partners
- Familiarity with FAO systems and standards
- Arabic language capability

Additional Information
- Non-staff consultancy for six months
- Renewal depends on project funding
- Experience in fragile, post-conflict or transition settings is highly desirable
