ITU is building a roster of senior consultants to research and analyze policy, regulatory and market trends across the digital economy, assessing digital transformation readiness and developing regulatory frameworks. Consultants draft reports, briefs and training materials for ITU member states and regulators.

Summary of Responsibilities
- Carry out research and analysis on digital policy, regulatory and market trends
- Assess digital transformation readiness of countries and regions
- Prepare evidence-based digital policy and regulatory briefs
- Draft articles, country reviews and comprehensive reports
- Develop and review national/regional ICT strategies, policies and regulatory frameworks
- Develop training materials on digital policy and regulation issues
Role Requirements
- University degree in telecommunication/ICTs, law, economics, public affairs and international relations, international development, management, engineering, political or social sciences or related field
- At least 5 years of progressively responsible experience in the above fields
- Advanced English, French or Spanish required
