Chief Social Policy

Leads UNICEF Chad’s Social Policy Section through a four-month stretch assignment, sustaining strategic direction and programme continuity across social protection, public finance for children and local governance. The role manages people, resources and risks while quality-assuring policy work, advancing priority results and representing the section with government and development partners.

• Provide strategic and managerial leadership to the Social Policy Section
• Sustain priority programme delivery and quality-assure policy and programme work
• Manage programme resources and risks across the section’s social policy pillars
• Coordinate planning, implementation, monitoring and reporting
• Supervise the multidisciplinary team and align staff around results
• Represent the section in management forums and policy dialogue with government and development partners
• Strengthen partner engagement and position the section for transition to the next country programme

• Existing UNICEF Fixed-Term, Permanent or Continuing appointment covering the assignment period
• Existing level at P-4/NOD, P-5 or an equivalent permitted under stretch-assignment rules
• Advanced degree in economics, public finance, public policy, social policy, development studies, public administration or a related field
• At least eight years of progressively responsible experience in social policy, public finance, social protection, local governance or a related field
• Experience in at least two of public finance for children, social protection and local governance or decentralisation
• Fluency in French and working proficiency in English

• Experience in fragile, humanitarian or Sahel contexts
• UNICEF or United Nations experience
• Knowledge of Arabic or relevant national languages
