Develops UNICEF India’s National Policy Guidelines on childcare and an operational blueprint for the Palna scheme. The consultant benchmarks standards, maps existing models, analyses scheme uptake and financing, and translates policy into practical guidance on infrastructure, staffing, funding, curriculum and engagement. The work aligns childcare reform, early childhood development, social.

• Develop national childcare policy guidelines for the care economy
• Benchmark minimum standards against global evidence and Indian experience
• Map existing models and analyse Palna scheme uptake
• Develop childcare financing strategies
• Create an operational blueprint covering infrastructure staffing funding curriculum and engagement
• Support government private-sector and NGO partner engagement

• Advanced degree in economics public policy or closely related field
• Ten to twelve years of progressively responsible experience in care-economy policy design early childhood development or women economic empowerment
• Hindi and English
• Experience producing analytical reports policy briefs or strategy documents for UN agencies governments or major development organizations
• Familiarity with India child-care schemes and key ministries

• Experience working with UNICEF or a UN agency in India
• Extensive care-economy experience with early childhood development expertise
