Senior Economic and Public Finance Consultant: Debt and Social Sector Financing

UNICEF seeks senior consultant to analyse Ethiopia’s debt dynamics, fiscal adjustment and social-sector financing. The assignment combines empirical, political-economy and policy-reform analysis to identify ways to protect investment in children and human capital. Its findings will inform national and international discussions on fiscal space, sustainable development financing and economic reform.

• Analyse debt dynamics, fiscal adjustment, external financing pressures and social-sector financing
• Examine how macroeconomic reforms influence fiscal space and social-sector financing
• Undertake empirical, political-economy and policy-reform analysis
• Identify drivers, constraints and opportunities for protecting investments in children
• Produce evidence and policy analysis for national and international financing discussions

• Advanced degree in economics, macroeconomics, development economics, public finance, public policy, political economy or related field
• At least 10 years of experience in economics, public finance management, fiscal policy, debt management, macroeconomic analysis or development financing
• Fluency in spoken and written English

• Experience on economic policy, public-finance management, debt or development financing in Ethiopia or comparable contexts
• Professional networks with government, development partners, international financial institutions or research institutions
