National Consultancy for Ministry of Education Public Financing for Children (PF4C)

UNICEF seeks a national consultant to strengthen public financing for children in Iraq’s education sector. Working with education and finance institutions, the consultant will develop a PFM/PF4C framework, collect and analyse financing data, build capacity through training and mentoring, and support evidence-based policy dialogue and advocacy for equitable investments in early education.

• Develop a public financial management and PF4C framework for the education sector
• Collect education-financing and expenditure data at national and sub-national levels
• Support evidence generation, policy dialogue and advocacy on education financing
• Strengthen Ministry of Education and directorate staff capacity through training, coaching and mentoring
• Engage the Ministry of Finance on budget data collection and public-financing processes
• Advance equitable, efficient, transparent and accountable investment in early childhood and pre-primary education

• Bachelor's degree in economics, public policy, business, public administration or another relevant subject
• At least five years of relevant professional experience
• Experience in national financial institutions, including preferably the Ministry of Finance
• Experience in institutional capacity building through training, coaching and mentoring
• Fluency in Arabic
• Proficiency in English

• A higher degree is preferred
• Fluency in Kurdish is an advantage
• PF4C knowledge and experience is a strong advantage
• Prior experience with UN organisations is an advantage
