Job Description

IOM seeks a National Consultant in Addis Ababa to generate evidence for the Ethiopia–Kenya labour agreement. The consultant will develop an assessment methodology, analyse labour-market demand, supply and skills, prepare inception and draft reports, facilitate a validation workshop, develop recommendations, and deliver an assessment supporting labour-migration cooperation.

Summary of Responsibilities

  • Develop methodology, workplan, timelines and data-collection tools for the inception report
  • Prepare a draft labour-market assessment with findings, analysis and recommendations
  • Present key findings to stakeholders at a validation workshop
  • Prepare a final assessment report incorporating stakeholder feedback
  • Develop a roadmap for priority sectors, occupations, implementation mechanisms and timelines
  • Generate evidence on labour demand, supply, skills and employment opportunities

Role Requirements

  • Master’s degree in economics, labour studies, development studies or a related field
  • At least ten years of experience conducting labour-market or employment-related assessments at national level and supporting BLA, MoU or labour-migration policy processes
  • Qualitative and quantitative research skills
  • Amharic and English are mandatory

Desired Criteria

  • Experience supporting BLA, MoU or labour-migration policy development
  • Understanding of East Africa labour markets, preferably Ethiopia and Kenya
  • Experience in private-sector, value-chain or skills-development analysis
  • Experience in cross-border or fragile contexts
