Job Description
Develops a practical factsheet on the United Kingdom Seasonal Worker Scheme for public-service providers and prospective migrants in Kazakhstan, covering safe recruitment, visa applications, tax refunds and worker rights. The consultant also co-leads a refresher course for 1414 operators, translating complex legal and tax information into accessible guidance.

Summary of Responsibilities
- Draft a practical Seasonal Worker Scheme factsheet using existing PDO modules
- Explain safe migration practices, worker rights and responsibilities in the factsheet
- Develop step-by-step guidance on United Kingdom visa timelines, documentation, fees and fraud warning signs
- Develop practical guidance on HMRC tax-refund procedures, P45 and P60 forms and scam risks
- Co-lead and deliver a 1.5-day refresher training for 1414 operators in Astana
- Guide participants through training content and support practical understanding
Role Requirements
- Master’s degree in Law, Public Administration, Economics, Migration Studies, Social Sciences or a related field with five years of relevant experience, or a Bachelor’s degree in those fields with seven years
- Experience in legal consulting, migration management or public-service capacity building
- Knowledge of safe migration principles, United Kingdom Seasonal Worker Scheme visa requirements and United Kingdom tax-refund procedures
- Experience designing and delivering targeted training programmes for adult professionals
- English, Kazakh and Russian
- Legal right to reside and perform remunerated work in Kazakhstan
Desired Criteria
- Experience working with E-gov or the 1414 Contact Centre
