National Consultant for the Delivery of the Targeted Capacity-Building on the Seasonal Worker Scheme Regulations and Ethical Recruitment

This consultancy will strengthen prospective seasonal workers’ preparation for the United Kingdom Seasonal Worker Scheme by updating IOM training materials and delivering three practical workshops. The consultant will equip pre-departure orientation trainers with current regulatory, tax-refund and ethical-recruitment knowledge, helping sustain accurate future orientation sessions.

• Update IOM training materials with current United Kingdom Seasonal Worker Scheme regulations and tax-refund procedures
• Prepare a training implementation plan with participant-engagement methods, exercises, delivery schedule and learning-assessment tools
• Lead three pre-departure orientation workshops in Astana, Almaty and Shymkent
• Provide specialised instruction on the Seasonal Worker Scheme and facilitate practical interactive learning
• Strengthen PDO trainers’ knowledge and delivery capacity for future orientation sessions
• Submit an adapted training package and complete the agreed workshop deliverables

• Master's degree in Law, Public Administration, Economics, Migration Studies, Social Sciences or a related field with five years of relevant experience, or Bachelor's degree in those fields with seven years
• Experience in labour migration, labour mobility, ethical recruitment or migrant worker protection
• Required proficiency in English, Kazakh and Russian
• Legal right to reside and perform remunerated work in Kazakhstan

• Experience engaging vulnerable populations, unemployed individuals or prospective migrants
• Experience delivering highly interactive workshops for adult learners
• Knowledge of United Kingdom recruitment fraud risks
