Develops a costed national action plan to expand pre-primary education and a multisectoral coordination framework for early childhood development in Eritrea. The national consultant will analyse needs and costs, engage education and cross-sector partners, develop planning tools and recommendations, and support a coherent approach to young children’s learning and development.

• Develop a costed action plan for expanding pre-primary education
• Design a multisectoral early childhood development coordination framework
• Analyse education needs, options and costs
• Engage national and cross-sector stakeholders
• Prepare planning tools and recommendations for implementation

• Eritrean nationals only
• Advanced university degree at Master’s level or above in a relevant field
• Minimum 10 years of progressively responsible experience in education planning, ECE, ECD, policy development or sector analysis
• Completion or exemption from national service, with supporting card or exemption documentation attached
• Excellent command of written and spoken English

• Experience with UNICEF or other UN agencies
