Technical Assistance - MTSS Model for Primary and Secondary Education (Apia, Samoa)

UNESCO seeks a consultant in Apia to design a contextually adapted Multi-Tiered System of Support for Samoa's primary and secondary education system. The assignment reviews evidence, analyses literacy and numeracy data, identifies pilot schools, engages stakeholders and produces a costed operational plan.

• Review evidence and identify an appropriate three-tiered MTSS model
• Analyse national literacy and numeracy data to diagnose foundational learning gaps
• Identify and engage a diverse set of MTSS pilot schools
• Design contextually appropriate intervention and data-analysis methods
• Develop a costed implementation plan covering training, staffing and resources
• Deliver a workplan, model report, diagnostic findings, school profiles and operational plan

• Master's degree or postgraduate qualification in a listed education-related field
• At least ten years of relevant foundational-learning educational research experience
• Qualitative and quantitative data-analysis experience
• Capacity-building experience for educational outcomes
• English and Samoan
