Skills Development and PROSPECTS Consultant

The consultant helps UNICEF and PROSPECTS countries turn rapid skills-needs assessments into labour-market evidence and national skills strategies, aligning secondary education, TVET reform and financing while strengthening competency-based curricula, youth skills programmes and training for vulnerable learners.

Department: Global Programme Division, Education

• Design and roll out rapid skills-needs assessments at global, regional and country levels
• Generate labour-market evidence for education planning and prioritisation
• Support PROSPECTS countries to develop or refine national skills strategies
• Align skills strategies with education-system reforms and financing opportunities
• Strengthen lower-secondary and upper-secondary programme delivery
• Advance competency-based curricula and youth skills programmes
• Support community-based training for out-of-school and vulnerable populations
• Coordinate governments, development partners and private-sector skills actors

• Master's degree in TVET, education, development studies, monitoring and evaluation or a related field
• At least eight years of professional experience strengthening education systems with a strong focus on TVET, skills development and secondary education
• Extensive knowledge of TVET, education, programme management, digital-system development or education technology
• Experience working with governments, development partners and private-sector actors on skills ecosystems, school-to-work transitions or TVET reform
• Proficiency in English

• Ten-month remote home-based consultancy linked to the Centre of Excellence in Jordan
