Education Consultant

Assess whether Busca Ativa Escolar can become a national public policy in Brazil and, if viable, develop a practical implementation roadmap. The consultant examines education policy and governance evidence, identifies required resources and stakeholders, and produces an internal study to guide UNICEF advocacy and planning.

• Assess the feasibility of institutionalising Busca Ativa Escolar as national public policy
• Analyse education-policy and public-management evidence at national and subnational levels
• Examine intersectoral and collaborative-governance arrangements for national adoption
• Identify implementation steps, resources, stakeholders and governance requirements
• Develop a detailed implementation roadmap if institutionalisation is viable
• Produce an internal study to guide UNICEF advocacy and the next Country Programme

• Doctorate in political science, social sciences or a related field
• Twenty years of experience developing studies on public education policy
• Experience researching public management and national and subnational public policies with an emphasis on education
• Experience researching intersectoral approaches and collaborative governance
• Experience conducting quantitative and qualitative studies concerning education, children, adolescents or young people
• Experience using qualitative approaches including in-depth interviews
• Fluency in Portuguese
• Brazilian nationality

• The consultancy lasts four months
