National Consultant for the Development of OOSC Policy, Strategy and Implementation Plan

The consultant will develop Nigeria’s national policy, strategy and implementation plan for out-of-school children, drawing on current evidence and the 2022 framework to support government-led education reform, improve enrolment and retention, and address the country’s learning crisis.

• Develop a national out-of-school children policy, strategy and implementation plan
• Build the policy package on Nigeria’s 2022 out-of-school children framework
• Integrate emerging evidence and changes in the education context since 2022
• Support the Federal Ministry of Education’s government-led policy-development process
• Address enrolment, retention, completion, transition and school-dropout challenges
• Translate education evidence into practical and actionable policy advice

• Master’s degree in Education Development, Sustainable Development, Education Policy, Out-of-School Children, Teacher Training, International Relations or a related field
• At least eight years of experience in education-sector planning and developing education plans or policy documents in Nigeria or a comparable context
• Experience supporting government-led education reform in Sub-Saharan Africa or a comparable Nigerian context
• Experience developing or implementing initiatives on school dropout, enrolment, retention, completion and transition
• Fluency in English
• Open only to Nigerian nationals

• Home-based consultancy with a 5.5-month working arrangement
