Early Childhood Intervention Consultant

Provides strategic and technical expertise to UNICEF Bulgaria and national partners to sustain, institutionalise and scale the national early childhood intervention system. The consultancy supports policy and service reform, systems strengthening and development of strategic and methodological resources.

• Provide strategic and technical advice to UNICEF Bulgaria and national partners
• Support sustainability of Bulgarias early childhood intervention system
• Guide institutionalisation of early childhood intervention services
• Advise future scale-up of the national intervention model
• Support policy development, systems strengthening and service reform
• Develop strategic, methodological and technical resources for national implementation

• Masters degree or higher in Early Childhood Development, Early Childhood Intervention, Public Management and Policy or a related field
• At least five years of progressively responsible experience in early childhood development, intervention, disability inclusion, education, health, social services or related fields
• Experience in policy development, systems strengthening, institutional development or service reform
• Experience working with national and local government, municipalities, academia and professional organisations
• Experience developing strategic, methodological or technical resources
• Fluent Bulgarian and excellent written and spoken English

• National consultancy lasting 4.73 months
• Remote assignment with travel
