International Consultant for the Development of OOSC Policy, Strategy and Implementation Plan

Leads development of Nigeria’s policy, strategy and implementation plan for out-of-school children, updating the national framework with current evidence, supporting government-led education reform and mapping non-formal learning centres with federal, state and partner stakeholders.

• Develop Nigeria’s national policy, strategy and implementation plan for out-of-school children
• Update the 2022 out-of-school-children framework with emerging evidence and current context
• Support the Federal Ministry of Education in shaping government-led education reform
• Consult state governments and development partners on policy priorities and implementation needs
• Map the number and location of non-formal learning centres with government counterparts
• Translate education evidence into practical policy advice, plans and implementation recommendations

• Master’s degree in education development, sustainable development, education policy, teacher training, international relations or a related field
• At least eight years of experience in education-sector planning and development of education plans and policy documents in Nigeria or a similar context
• Working knowledge of current global education issues and best practices
• Experience supporting government-led education reforms in Sub-Saharan Africa or a context similar to Nigeria
• Experience developing or implementing initiatives addressing school dropout, enrolment, retention, completion and transition
• Expertise in out-of-school programming and education strategy development
• Fluency in English

• Contract duration is 5.52 months
• Remote consultancy with travel
