Contractor to Develop a Diagnostic and Methodology for State Human Rights Institutions on Internal Displacement

OHCHR-Mexico is seeking a contractor in Mexico City to strengthen human-rights institutions’ response to internal displacement. The contractor will develop a diagnostic methodology, conduct consultations, assess early-warning, documentation, referral and coordination capacities, and deliver tools and a roadmap for Chihuahua, Oaxaca, Michoacán and Mexico City with inclusive approaches.

• Provide technical advice to OHCHR throughout the consultancy
• Develop and implement a methodology to assess state human-rights institutions
• Conduct consultations with institutions and other stakeholders
• Assess early-warning, case-documentation, referral and coordination capacities
• Develop practical methodology, operational tools and an implementation roadmap
• Integrate gender, age, disability and intercultural approaches into products
• Facilitate validation sessions and incorporate feedback into final products

• Advanced degree in law, human rights, public policy, political science, sociology, international relations or a related field
• Seven years of progressively responsible professional experience in human rights, internal displacement, protection, public policy or institutional strengthening
• Fluency in spoken and written Spanish
• Knowledge of English

• Demonstrated professional experience in human rights
• Experience developing methodologies, protocols, guidance or practical institutional tools
• Experience providing technical assistance to public or human-rights institutions
• Experience in Mexico or Latin America
• Knowledge of the Guiding Principles on Internal Displacement and the IASC Framework on Durable Solutions
• Experience working with national or state human-rights institutions
• Experience conducting participatory consultations with civil society, affected communities or rights holders
• Knowledge of an additional official UN language
