Job Description
Provides specialist human-rights support for UNICEF’s Joint Programme on Human Rights in Somalia. The role advises government and national institutions, strengthens rights-based programme quality, and supports monitoring, reporting and capacity development. It helps partners advance child rights, gender equality, inclusion and accountability across federal and state-level implementation.

Summary of Responsibilities
- Provide legal and technical guidance to government counterparts on human-rights institutions and mechanisms
- Advise the National Independent Human Rights Commission on its promotion and protection mandate
- Support human-rights complaints handling, monitoring and reporting systems
- Strengthen government cooperation with UN and regional human-rights mechanisms
- Develop civil-society capacity and support human-rights defenders and marginalised groups
- Contribute human-rights inputs to programme monitoring tools, reviews and corrective actions
- Build partnerships with government, national stakeholders, donors and academia
Role Requirements
- Advanced university degree in law, political science, social science, development studies, international relations, human rights or a related field, or a bachelor’s degree with two additional years of relevant experience
- At least five years of progressively responsible human-rights experience, including two years supporting accountability, access to justice or human-rights capacity-building projects
- At least three years of proven experience building and maintaining civil-society partnerships in Somalia
- Fluency in English and Somali
Desired Criteria
- Knowledge of another official UN language or a local language
- Knowledge of Arabic
- Country-level experience in development, fragile settings or humanitarian contexts
