Job Description

Leads ECLAC social-development analysis, policy advice and technical cooperation for Latin America and the Caribbean. The role sets research agendas, develops strategies on social protection, poverty and inequality, supports intergovernmental negotiations and manages partnerships, projects and staff to advance policy.

Summary of Responsibilities

  • Provide authoritative social-policy advice to Member States, international organisations and other stakeholders
  • Lead research agendas, major studies and projects on social protection, labour inclusion, education, demographics, poverty, inequality and gender
  • Develop partnerships with governments, research institutes, academia, UN entities, civil society and private-sector stakeholders
  • Write and supervise social and socioeconomic studies, reports and publications for UN and academic audiences
  • Coordinate substantive services, negotiations, reports and documentation for intergovernmental bodies
  • Develop and manage technical-cooperation programmes, missions and assistance with donor and recipient governments
  • Lead work plans, budgets, staff assignments, coaching, recruitment and programme activities
  • Direct data collection and analysis to identify trends and inform planning, decision-making and reporting

Role Requirements

  • Advanced university degree in sociology, economics, other social science or related field, or first-level degree plus two qualifying years of experience
  • At least 10 years of progressively responsible experience in socioeconomic development, policy analysis, sociological research or a related area
  • Experience with regional technical-cooperation projects
  • English and Spanish at UN Level III across reading, writing, listening and speaking

Desired Criteria

  • Degree or non-degree programmes in data analytics, business analytics or data science
  • Research and policy advisory experience in social protection, labour inclusion, poverty or multidimensional inequality
  • Data-analytics experience
  • Publications on social development and social policies
