Job Description

UNICEF seeks a Social Policy Specialist to advance child-sensitive public finance across diverse country contexts. The specialist provides technical assistance and policy advice on budgets and financial systems, builds capacity and partnerships, generates evidence for reform and accountability, and supports planning, monitoring and quality assurance to reduce multidimensional child poverty.

Summary of Responsibilities

  • Provide technical assistance and policy advice to make budgets and financial systems more child-sensitive
  • Support capacity development in public finance for children, financing for development and climate and green financing
  • Generate and share evidence to influence policy reforms and strengthen accountability
  • Build partnerships with governments, international financial institutions, UN agencies, civil society and academia
  • Lead evidence generation and knowledge management for policy dialogue and advocacy
  • Support programme planning, monitoring and quality assurance for high-quality technical support

Role Requirements

  • Advanced university degree (Master's or higher) in public finance, economics, public policy, public administration, social policy or a relevant field
  • At least 8 years of progressively responsible experience in public financial management, sector financing, budgeting or fiscal policy in national or international development settings
  • Demonstrated experience using public-financial-management evidence to influence budget and policy decisions for children
  • Proficiency in English and French

Desired Criteria

  • Knowledge of another official UN language
  • Experience engaging with ministries of finance or planning, international financial institutions and development partners
  • Familiarity with digital public-finance systems, fiscal-transparency initiatives or climate financing
  • Relevant experience in development, fragile settings or humanitarian contexts
