Develops and manages innovative access-financing mechanisms to remove financial barriers to equitable introduction and scale-up of quality-assured health products. The specialist advances the Access Fund and new financing solutions, integrates them with grant and procurement processes, engages partners, and strengthens risk management, governance and delivery for market-shaping interventions.

Summary of Responsibilities

  • Develop access-financing models that address market and financial barriers to health-product access
  • Evolve the Access Fund and related mechanisms to align with country needs and strategic priorities
  • Conduct financial and operational feasibility assessments and develop recommendations for executive audiences
  • Manage the rollout and day-to-day delivery of access-financing mechanisms
  • Integrate financing tools with grant and procurement processes across the Secretariat
  • Engage sourcing, grant management, finance, legal teams and external partners on financing interventions
  • Identify risks, ensure compliance with donor agreements and fiduciary standards, and improve financing governance

Role Requirements

  • Advanced degree in finance, economics, business administration or a related field
  • Experience in health financing, innovative finance, large financing initiatives and financing instruments
  • Experience designing and managing financing mechanisms or investment tools
  • Excellent stakeholder engagement, project management and analytical skills
  • Demonstrated experience leading cross-disciplinary projects

Desired Criteria

  • Business administration or financial qualification
  • At least five years of relevant post-university work experience
  • Understanding of procurement and supply-chain dynamics in low- and middle-income countries
  • Familiarity with Global Fund policies, processes and business model
  • Experience in public health and market shaping for health products
  • Good working knowledge of French
