Consultant to Support Integrated National Financing Frameworks (INFFs) in Fiji

UNDESA seeks a Fiji-based consultant to provide embedded technical support to the Ministry of Strategic Planning, National Development and Statistics on advancing its Integrated National Financing Framework. The assignment will refine the financing strategy, analyse financing gaps, strengthen coordination, support capacity development and contribute to peer learning and project reporting.

• Advise the Ministry on refining Fiji's financing strategy for the National Development Plan 2025–2029 and Vision 2050
• Review the draft strategy, consolidate feedback and identify an implementation action plan
• Develop a climate-resilience financing matrix and identify options to close financing gaps
• Validate five-year costing data and design results-based management and costing templates
• Lead demand-driven capacity development through workshops, seminars, trainings and INFF resources
• Contribute to peer exchanges, technical backstopping sessions and project progress reporting

• Advanced degree in economics, development studies or another relevant discipline, with a first degree plus two additional years of experience accepted in lieu of an advanced degree
• At least 10 years of experience in financing for development issues or related work, particularly in a SIDS context
• Fluency in English

• Experience in public financial management, climate finance or long-term national development planning
• Experience engaging high-level officials and facilitating stakeholder dialogue
• Ability to independently plan, organize, prioritize and control resources, procedures and protocols
