Inter-Regional Adviser, Public Administration

This senior DESA adviser helps governments apply behavioural insights to public administration and sustainable development. The role provides policy advice and capacity development, translating research, diagnostics and evaluations into practical governance reforms. It builds partnerships and networks that improve citizen-centred services, policy coherence and implementation of the 2030 Agenda.

• Provide policy advice and field or online technical support to governments on behavioural insights
• Analyze trends and best practices and prepare policy advisory notes
• Support design or redesign of national policies and strategies
• Design and implement capacity-development programmes and projects
• Contribute to workshops, seminars and training materials
• Guide surveys, data collection instruments and analysis
• Build partnerships and professional networks on behavioural insights

• Advanced degree in public administration, behavioural economics, behavioural public policy, political science or a related field
• At least 10 years of progressively responsible experience in behavioural insights, governance, public administration or development policy
• At least five years providing policy advisory services in developing countries
• At least five years applying behavioural science to governance transformation, policy design or service delivery
• English proficiency

• Experience linking behavioural interventions to measurable governance outcomes
