Consultants for Developing a Pacific Regional Toolkit to Address Technology-Facilitated Violence Against MPs

Develops a Pacific regional toolkit that helps parliaments prevent, respond to and mitigate technology-facilitated violence against members of parliament. Two consultants will research existing practice, synthesize IPU and UNDP evidence, create adaptable guidance and templates, and deliver draft and final toolkit materials, supporting documents and a summary report with IPU and UNDP feedback.

• Research effective toolkits used in parliamentary and comparable institutional environments
• Review UNDP and IPU research, literature, policies and frameworks on technology-facilitated violence
• Create a practical toolkit with guidance, policy templates, training modules, reporting mechanisms and support resources
• Ensure the toolkit is culturally sensitive, gender-responsive and adaptable across Pacific parliamentary contexts
• Present draft documents to IPU and UNDP and incorporate their feedback
• Submit final English-language deliverables and a summary report

• Advanced university degree in social science, political science or law
• At least five years of relevant professional experience in parliamentary political inclusion
• Demonstrated experience in technology-facilitated violence and prevention and response measures
• At least ten years of parliamentary-strengthening experience and work with parliaments and parliamentarians
• Demonstrated experience developing institutional policy frameworks, action plans or practical toolkits
• Experience working in the Pacific region
• Excellent written and oral communication skills in English

• Experience in gender equality or women's rights
• Familiarity with IPU and regional parliamentary mechanisms
