Job Description

UN Women seeks a home-based international consultant to map official government mechanisms for civil-society participation in EU accession processes across ten Europe and Central Asia countries and territories. The assignment covers methodology design, desk research and institutional consultations, a factual regional mapping report, and an online validation meeting for civil-society participation.

Summary of Responsibilities

  • Develop the methodology and data-collection template for mapping government mechanisms
  • Map official mechanisms for civil-society participation across participating countries and territories
  • Conduct desk research and consultations with ministries and competent public authorities
  • Prepare a factual regional mapping report covering each identified mechanism
  • Organise and facilitate an online validation meeting with UN Women Country Offices
  • Revise and submit the final mapping report after validation

Role Requirements

  • Master’s degree in a relevant discipline or first-level degree with two additional qualifying years
  • At least five years of progressively responsible experience in gender equality, women’s rights, governance, democratic development or EU integration
  • Professional experience in the Western Balkans, Türkiye and/or Eastern Partnership region
  • Fluency in English

Desired Criteria

  • Experience with civil-society and women’s rights organisations
  • Experience preparing analytical or technical reports for international organisations, governments or development partners
  • Understanding of participatory governance mechanisms and civil-society engagement
  • Previous experience with UN agencies, the European Union or other international organisations
  • Knowledge of EU enlargement-region languages
