Job Description

Designs and delivers participatory training and institutional guidance to help municipalities in Bosnia and Herzegovina prevent and respond to workplace sexual harassment. The national consultant will equip public servants, council members and mayors with practical prevention, reporting and accountability tools, then document learning and follow-up actions for safer local-government workplaces.

Summary of Responsibilities

  • Prepare tailored training agendas, facilitator guides, presentations, handouts and participant surveys
  • Deliver interactive sexual-harassment prevention training for public servants in Tešanj Municipality
  • Train municipal council members on leadership accountability, oversight and safe political spaces
  • Facilitate a session for mayors and senior policymakers using practical case analysis
  • Develop an institutional action checklist for preventing sexual harassment in local government
  • Prepare participant feedback, knowledge-change and follow-up reports for each training

Role Requirements

  • Master’s degree or equivalent in law, political science, gender studies, social sciences, international relations, public administration, human rights, psychology or a related field, or a first-level degree with two additional qualifying years
  • At least 5 years of progressively responsible professional experience in gender equality, prevention of gender-based violence, sexual harassment, workplace discrimination, human rights, labour rights or organisational development
  • Experience designing and facilitating participatory capacity-building activities for public institutions or local governments, including at least five relevant trainings or workshops
  • Fluency in Bosnian, Croatian or Serbian

Desired Criteria

  • Experience strengthening institutional policies or mechanisms on sexual harassment, workplace dignity or organisational culture
  • Experience consulting for government institutions or international organisations
