• Advise senior leadership on a collective in-country PSEAH strategy
• Facilitate the inter-agency Sexual Misconduct Working Group
• Develop inter-agency complaint-referral SOPs
• Conduct PSEAH risk assessment and provide recommendations
• Train focal points and complaint-channel personnel
• Provide technical guidance on allegation and survivor referrals

• Advanced degree in social sciences, international development, gender studies, human rights, law, public policy, social work, psychology, international relations or related field
• At least five years of relevant experience with advanced degree, or seven years with bachelor degree
• Fluency in English and Vietnamese
• Knowledge of Viet Nam PSEAH legal and institutional framework

• Humanitarian or development field experience
• UN system and IASC familiarity
• Administrative investigation-procedure familiarity
• Data protection and confidentiality familiarity
