Job Description

Designs, develops and delivers an executive learning module on strategy and budget oversight for Lebanon's National Governance Program. The national consultant will create Arabic-language learning materials, governance cases and simulations, facilitate sessions for public leaders, and embed inclusive governance principles in tools that strengthen board oversight and institutional performance

Summary of Responsibilities

  • Develop an inception report with the module methodology, workplan, outcomes and practical application approach
  • Design a complete executive learning package aligned with OMSAR's Module 3 architecture
  • Create learning guides, participant workbooks, facilitator guidance, presentations, case studies and governance tools
  • Develop Lebanese governance scenarios, simulations, diagnostics and experiential learning activities
  • Ensure materials align with Lebanese legislation, international governance standards and the National Governance Program
  • Deliver interactive module sessions and tailor learning to participant profiles while meeting approved objectives
  • Document observations and governance challenges from sessions in post-session reports

Role Requirements

  • Advanced university degree in Public Administration, Public Policy, Governance, Business Administration, Law, Political Science, Organizational Development, Adult Education, Institutional Development or another relevant field; a first-level university degree with two additional years of qualifying experience may be accepted
  • At least 7 years of progressively responsible experience designing, developing and delivering executive learning, capacity-development or professional training programmes in public-sector strategic planning, public financial management, budget analysis, performance management or budget oversight
  • Experience in the public budget cycle, including budget formulation, approval, execution, monitoring, reporting and evaluation
  • Experience adapting international governance principles and good practices to national and institutional contexts
  • Fluency in English and Arabic

Desired Criteria

  • Professional certification or specialized training in corporate governance, board governance, instructional design, executive education, adult learning or project/programme management
  • Experience in Lebanon
  • Experience applying adult-learning methodologies and translating complex technical material into practical content
  • Knowledge of gender-responsive governance, women's leadership and disability inclusion
  • Excellent analytical skills and ability to manage competing priorities

Additional Information

  • Hybrid consultancy: primarily remote, with in-person sessions and meetings in Lebanon as required
  • All deliverables must be developed and submitted in Arabic
  • No official travel outside Lebanon is anticipated unless agreed in writing
