Job Description
Supports DESA’s Enhanced Monitoring Mechanism work in Vanuatu by strengthening national capacity to embed the mechanism in monitoring and evaluation systems after LDC graduation. The consultant develops an inception approach, identifies development indicators and helps prepare a national validation workshop and report with government and key stakeholders nationwide.

Summary of Responsibilities
- Strengthen national capacity in Vanuatu to integrate the Enhanced Monitoring Mechanism into national monitoring and evaluation systems
- Improve identification and use of relevant indicators for monitoring development progress following graduation from the LDC category
- Produce and submit an inception report of less than 600 words describing the methodology, processes and detailed work plan for the assignment
- Coordinate with the Government and key stakeholders to organise a national validation workshop in Port Vila in Q4 2026
- Manage logistical arrangements and lead the presentation of the report at the national validation workshop
Role Requirements
- Master’s degree or equivalent in economics, social or environmental studies, international law (trade), natural sciences, development studies, or a related discipline
- At least 8 years’ experience in development policy analysis, including some experience working with LDC country
- Fluency in oral and written English
