Conducts a strategic assessment of UNICEF Liberia’s A4AD programme to generate evidence and recommendations for its repositioning, strengthening and long-term sustainability. The consultant reviews qualitative and quantitative evidence, evaluates monitoring and learning systems, examines adolescent and gender-equity programming, develops results frameworks and theory of change, and informs the.

Role Requirements

  • Advanced degree in education social sciences development studies public policy international development monitoring and evaluation or related field
  • At least ten years of education research monitoring and evaluation or international-development assessment experience
  • Experience conducting assessments evaluations or strategic reviews with qualitative and quantitative methods
  • Fluency in English

Desired Criteria

  • Education Management Information Systems or out-of-school-children study experience
  • Familiarity with Liberian education youth or social-development sectors
