Job Description

Lead UNEP's strategic evaluation of communication dimensions across projects and programmes as an independent Principal Evaluator. The consultant will manage evaluation design, data collection, analysis and reporting; coordinate the Evaluation Team; conduct stakeholder interviews; produce inception and final outputs; and maintain evidence and confidentiality with the Evaluation Manager.

Summary of Responsibilities

  • Manage the evaluation's outputs, data collection, analysis and report writing
  • Develop desk-review, interview and survey protocols and the inception report
  • Coordinate the Evaluation Team's roles for data collection, analysis and reporting
  • Interview UNEP project, communication, policy, regional, legal and digital-office stakeholders
  • Draft and finalise the main evaluation report, response-to-comments annex and evaluation brief
  • Maintain evaluation independence and confidentiality while reporting progress and issues to the Evaluation Manager

Role Requirements

  • Advanced degree in environmental sciences, international development, communication or another relevant political or social sciences area, or a bachelor's degree in the same areas with two additional years of qualifying experience
  • At least 10 years of technical or evaluation experience, preferably evaluating large regional or global programmes and using a Theory of Change approach
  • Fluency in English
  • No prior involvement in formulation or implementation of UNEP projects and programmes

Desired Criteria

  • Experience with programme and project design and management
  • Understanding of media, advocacy and communication in development-oriented organizations and intergovernmental processes
  • Knowledge of the UN system and UNEP
