Job Description

Leads a terminal evaluation of UNEP and Green Climate Fund work to strengthen Bahrain’s water-sector climate resilience. The home-based principal evaluator manages evaluation design, mixed-method data collection and analysis, stakeholder engagement and reporting, assessing achievements, adaptation outcomes, water-resource management and institutional capacity over a seven-month assignment.

Summary of Responsibilities

  • Manage the evaluation and ensure timely delivery of its outputs, data collection, analysis and report writing
  • Conduct desk reviews, introductory interviews and develop the reconstructed Theory of Change and evaluation framework
  • Develop interview, survey and country or site-selection protocols and prepare the inception report
  • Conduct in-depth interviews and agreed evaluation missions while ensuring evaluation independence and confidentiality
  • Draft and finalise the Main Evaluation Report and response-to-comments annex
  • Maintain participatory yet independent relationships with evaluation stakeholders and report issues to the Evaluation Manager

Role Requirements

  • Advanced university degree in environmental sciences, international development, evaluation, public policy, political or social sciences or a related field, or a bachelor's degree plus two additional years of qualifying experience
  • At least ten years of professional evaluation experience including leading or managing independent development, environment or climate-project evaluations
  • Experience leading country-level evaluations with government institutions and national stakeholders
  • Experience using Theory of Change approaches and mixed-method evaluation methodologies
  • Experience evaluating climate-change adaptation projects
  • Fluency in oral and written English
  • No prior involvement in the formulation or implementation of UNEP projects and programmes

Desired Criteria

  • Experience working in the Middle East
  • Experience evaluating Green Climate Fund-financed projects
  • Working experience with the United Nations system and UNEP
