Job Description

UNEP seeks a part-time, home-based consultant to lead the mid-term review of Brazil's DataClima+ transparency project under the Paris Agreement. The consultant will design and manage the review, collect and analyse evidence, interview stakeholders in Brasília, assess performance against GEF and UNEP guidance, and deliver a final English report based on triangulated evidence.

Summary of Responsibilities

  • Lead the design, management and timely delivery of the mid-term review
  • Conduct interviews with project stakeholders including in-person interviews in Brasília
  • Review project documentation, workplans, budgets, supervision plans and progress reports
  • Assess project elements against UNEP evaluation guidance and GEF policies
  • Prepare review findings and recommendations based on documented evidence and analysis
  • Triangulate information from different sources and identify unverified single-source findings
  • Prepare the final English review report using UNEP evaluation office templates

Role Requirements

  • Master’s degree in energy, environmental sciences, engineering, international development or a related area; a first-level degree with two additional qualifying years may be accepted
  • At least 5 years of technical or evaluation experience, preferably including large, regional or global programme evaluation using a Theory of Change approach
  • Understanding of climate change conventions, GHG inventory and MRV
  • Fluency in oral and written English and Portuguese

Desired Criteria

  • Experience drafting project proposals and assessing project documents
  • Experience working with GEF or UNEP projects
  • Experience with multilateral or bilateral funding entities in climate change, renewable energy, environment or development
