Job Description
Conduct the terminal evaluation of a UNEP and GCF project strengthening climate resilience in Bahrain’s water sector. The consultant leads research, interviews, evaluation design, field visits and analysis; prepares inception and final reports; and maintains an independent process that delivers evidence-based findings and recommendations on project performance and climate adaptation.

Summary of Responsibilities
- Conduct desk reviews and introductory interviews with project staff
- Reconstruct the project theory of change and prepare the evaluation framework
- Develop interview, survey and site-selection protocols
- Conduct interviews and evaluation missions to project locations
- Draft and finalise the main evaluation report and response-to-comments annex
- Maintain participatory stakeholder relations while protecting evaluation independence
Role Requirements
- Advanced degree in environmental sciences, climate change, water resources management, international development or evaluation, or bachelor's degree with two additional years of experience
- At least seven years of relevant professional experience in Bahrain
- Experience in climate-change adaptation, water-resources management and evaluation
- Be based in Bahrain and available for field visits
- Fluent written and spoken English
Desired Criteria
- Experience evaluating United Nations projects
- Experience evaluating Green Climate Fund-financed projects
- Experience with Bahrain government institutions and national stakeholders
