Job Description

Conduct the terminal evaluation of a UNEP and GCF project strengthening climate resilience in Bahrain’s water sector. The consultant leads research, interviews, evaluation design, field visits and analysis; prepares inception and final reports; and maintains an independent process that delivers evidence-based findings and recommendations on project performance and climate adaptation.

Summary of Responsibilities

  • Conduct desk reviews and introductory interviews with project staff
  • Reconstruct the project theory of change and prepare the evaluation framework
  • Develop interview, survey and site-selection protocols
  • Conduct interviews and evaluation missions to project locations
  • Draft and finalise the main evaluation report and response-to-comments annex
  • Maintain participatory stakeholder relations while protecting evaluation independence

Role Requirements

  • Advanced degree in environmental sciences, climate change, water resources management, international development or evaluation, or bachelor's degree with two additional years of experience
  • At least seven years of relevant professional experience in Bahrain
  • Experience in climate-change adaptation, water-resources management and evaluation
  • Be based in Bahrain and available for field visits
  • Fluent written and spoken English

Desired Criteria

  • Experience evaluating United Nations projects
  • Experience evaluating Green Climate Fund-financed projects
  • Experience with Bahrain government institutions and national stakeholders
