International Consultant / Evaluator for the Final Evaluation of the UN Women Project: Women’s Increased Leadership for Democracy in Georgia (WILD)

Leads UN Women’s final, utilisation-focused evaluation of the WILD project in Georgia. The consultant designs and conducts mixed-method research with the national evaluator, assesses results and the project’s theory of change, and delivers evidence-based findings, recommendations and reports to strengthen learning, accountability and future programming on women’s leadership and governance.

• Conduct inception meetings and submit an evaluation inception report with methodology, data plan, questions, work plan and reporting requirements
• Finalise tailored data-collection plans and tools for stakeholder interviews and focus groups with the national consultant
• Conduct online and face-to-face interviews and focus groups with relevant project stakeholders
• Analyse evidence and reconstruct, validate and identify gaps in the project’s theory of change
• Present preliminary findings to the Evaluation Reference Group and incorporate feedback into draft and final reports
• Produce final evaluation reports and an evaluation brief covering findings, conclusions, lessons and recommendations

• Advanced degree in social sciences, gender studies, political science, social policy, development studies or another related field; a first-level degree may be accepted with seven additional qualifying years
• At least five years of practical experience evaluating strategies, policies and projects, with seven years for the first-level-degree route
• At least five years of experience in gender equality, gender mainstreaming, gender analysis and women’s empowerment, with seven years for the first-level-degree route
• At least five years of experience or knowledge of gender equality and women’s empowerment in Georgia or the region, with seven years for the first-level-degree route
• Excellent analytical, facilitation and communications skills and ability to negotiate among a wide range of stakeholders
• Fluency in English

• Knowledge of human-rights issues, the human-rights-based approach to programming, analysis and UN-system mandates is an asset
