Job Description
Joins FAO's Office of Evaluation as a home-based consultant assessing the GEF-7 Common Oceans Programme and its fisheries, biodiversity and ocean-governance projects. The specialist contributes evaluation design, evidence gathering, analysis and reporting to assess programme coherence, results, learning and the contribution of child projects to sustainable marine-resource management.

Summary of Responsibilities
- Review programme and child-project technical documentation for the Common Oceans evaluation
- Contribute to evaluation design, inception reports and data-collection instruments
- Develop theories of change and support learning activities and dissemination of evaluation results
- Conduct interviews, consultations, field visits and technical assessments
- Analyse qualitative and quantitative evidence on programme and child-project performance
- Assess programme coherence, integration, results and monitoring and evaluation arrangements
- Draft evaluation reports, country studies, technical notes, findings, conclusions and recommendations
- Address stakeholder and OED quality-assurance-reviewer comments during validation processes
Role Requirements
- Advanced university degree in evaluation, social sciences, environmental sciences, fisheries, marine sciences, international development, public policy, economics or another field relevant to the assignment; candidates with a bachelor's degree need two additional years of relevant professional experience
- At least five years of relevant and proven experience in evaluation and research in a technical area relevant to the GEF Common Oceans Programme
- Working knowledge of English
- Candidates must not have been directly involved in the design, implementation or operational management of the Common Oceans Programme and its child projects
Desired Criteria
- Experience conducting or contributing to evaluations of GEF-financed interventions
- Demonstrated experience leading complex evaluations and multidisciplinary teams for candidates considered for a senior evaluator role
- Working knowledge of another FAO official language
- Experience in GEF project design, monitoring or evaluation
