Job Description
Leads monitoring, evaluation and learning functions for FAO’s Rebuild Cagayan project in the Philippines. The specialist will strengthen the project framework and indicators, manage data collection and risk systems, analyse results, oversee feedback and post-distribution monitoring, and support reporting, training and use of management information for implementation.

Summary of Responsibilities
- Guide monitoring, evaluation and learning requirements for the Rebuild Cagayan project
- Enhance the logical framework and select indicators, means of verification and donor reporting requirements
- Develop and manage the project risk-management matrix
- Conduct baseline assessments to inform targeting and monitoring
- Ensure beneficiary data collection captures gender-disaggregated and social-inclusion data
- Supervise data collection, grievance mechanisms and post-distribution monitoring
- Extract data for stakeholder analysis and upload it to the management information system
- Train FAO Philippines staff in relevant project tools
Role Requirements
- University degree in Statistics, Management Information System, Economics, Agriculture, Nutrition or a related field
- At least five years of experience in monitoring, evaluation, accountability and learning, data analysis, data visualization or information management in agriculture and disaster risk reduction
- Full proficiency in English
- Philippine nationality
Desired Criteria
- Familiarity with FAO operational procedures
- Excellent written and oral communication skills in English and Tagalog
- Ability to communicate in an Ilocano dialect
