Job Description

Support UNEP's strategic evaluation of communication dimensions across projects and programmes as an independent Evaluation Specialist. The consultant will design methods and protocols, conduct review and stakeholder interviews, analyse evidence, draft evaluation outputs and briefs, and coordinate with the Evaluation Manager while protecting evaluation independence and interview confidentiality.

Summary of Responsibilities

  • Develop desk-review, interview and survey protocols for the strategic evaluation
  • Draft causal pathways, evaluation methods and analytical tools for the inception phase
  • Interview UNEP project teams and communication, policy, regional, legal and digital-office stakeholders
  • Analyse and synthesise case-study evidence while preserving interview confidentiality and evaluation independence
  • Draft and revise the main evaluation report, response-to-comments annex and evaluation brief
  • Report progress and issues to the Evaluation Manager and keep the Evaluation Focal Point informed

Role Requirements

  • Advanced degree in communications, environmental sciences, international development or another relevant political or social sciences area, or a bachelor's degree in the same areas with two additional years of qualifying experience
  • At least 7 years of technical or evaluation experience, preferably evaluating large regional or global programmes and using a Theory of Change approach
  • Experience in digital communications
  • Fluency in English
  • No prior involvement in formulation or implementation of UNEP projects and programmes

Desired Criteria

  • Understanding of media, advocacy and communication in development-oriented organizations and intergovernmental processes
  • Knowledge of the UN system and UNEP
