Job Description
Leads a short UNICEF consultancy to establish SHINE's programme document, results architecture and reporting system for health-financing work across 20 country offices. The assignment coordinates country readiness, develops bilingual launch materials and country packs, builds a SharePoint document structure, and hands over the programme's outstanding actions and records.

Summary of Responsibilities
- Draft the SHINE programme document, theory of change, results architecture, indicators, risk register and governance arrangements
- Define indicators, verification evidence, data sources and reporting frequency
- Design, test and revise a quarterly reporting instrument and reporting guidelines for country offices
- Track country offices’ post-transfer readiness steps and flag delayed actions
- Prepare country packs and English and French SHINE launch communications
- Establish SharePoint folder architecture, naming conventions and access permissions
- Prepare a handover pack covering established work, outstanding country actions and file locations
Role Requirements
- Advanced university degree in management of international programmes, MBA, public administration, monitoring and evaluation, public policy or a closely related field
- At least 10 years of programme design and management experience, including programme documents, theories of change and logical frameworks for multi-country programmes
- Fluency in English
- Submit one authored programme document, theory of change or logical framework, or a relevant extract
Desired Criteria
- Working knowledge of French
- Familiarity with health or health-financing programming
- Prior UN or UNICEF experience, particularly country-office reporting cycles and UNICEF results reporting standards
- Experience defining indicators and designing reporting arrangements across multiple offices
