Job Description

UN DESA seeks a home-based consultant to strengthen Cambodia's capacity to integrate the Enhanced Monitoring Mechanism into national data and monitoring frameworks. The consultant will identify indicators, review national systems, recommend EMM integration, assess AI-assisted data tools, and support a Phnom Penh validation workshop while producing reports for the Committee for Development Policy.

Summary of Responsibilities

  • Produce an inception report describing methodology, processes and a detailed workplan
  • Identify Cambodia-specific EMM indicators, reporting frequency and disaggregated-data availability
  • Review national indicators and systems used by ministries to monitor development progress, crises and emergencies
  • Recommend dashboard refinements and criteria for global, regional and national indicators
  • Recommend integration of EMM with national monitoring systems and reporting to the Committee for Development Policy
  • Assess available AI-assisted tools for credible data tracking and short-term forecasts
  • Organise and lead the presentation at a national validation workshop in Phnom Penh

Role Requirements

  • Master’s degree or equivalent in economics, social or environmental studies, natural sciences, development studies or a related discipline
  • At least 8 years of experience in development policy analysis, including experience working with an LDC country
  • Demonstrated technical or scientific expertise relating to public policy
  • Fluency in oral and written English

Desired Criteria

  • Knowledge of another official UN language
